The Parliamentary Budget Officer (PBO) has defended his analysis of Canada’s Clean Fuel Regulations, despite pushback from the Liberal party. The PBO’s report found that lower-income households will be disproportionately affected by the policy due to increased costs associated with the regulation. The Clean Fuel Regulations aim to reduce carbon emissions by 26 million tonnes by 2030, at the cost of up to CAD 1,008 for higher-income households and CAD 231 for lower-income households. The PBO’s conclusion that the policy is “broadly regressive” has been criticised by Environment Minister Steven Guilbeault and former adviser to Prime Minister Justin Trudeau, Gerald Butts. The regulations are set to take effect in July and could decrease real Canada GDP by up to 0.3%.
