Amid an increasing threat from China’s communist regime, experts are suggesting reforms and new approaches to combat activities that are against Canada’s interests. While the creation of a foreign agent registry and increased use of artificial intelligence are among the recommendations, former intelligence and law enforcement officials have called for a review of the Proceeds of Crime (Money Laundering) and Terrorist Financing Act, as well as reforms and updates to criminal laws and disclosure of evidence in court cases. Experts also recommend introducing a criminal law specifically on foreign interference and requiring election candidates and political staffers not to be under the influence of a foreign entity. The National Counter-Foreign Interference Office also needs to have the ability to investigate, search, make arrests, prosecute cases and report to the House of Commons without political interference.
