Specifically, it would clarify the term “aggregate value” for the Presidential Drawdown Authority (PDA) and require the Pentagon to calculate the full cost of defense services. In response to queries about the bill, the DOD stated that it generally does not comment on draft legislation. This bill comes as part of a broader effort to hold the DOD accountable for a multibillion-dollar accounting error related to military aid to Ukraine. Lawmakers are seeking answers from the Pentagon regarding the accounting mistakes and improvements that can be made to prevent future errors.
