China’s revised anti-espionage law, effective July 1, 2023, sparked concerns as it expanded the definition of espionage and classified the selling out to espionage organizations and cyberattacks as espionage. There are fears that these broader definitions will be used to further target foreign individuals and companies in China. The regime’s revised law drew attention as it expanded the scope of subjects of stealing secrets and included “establishing a management system for key anti-espionage and security units.” Japanese media company, Nikkei, reported that the CCP’s restriction of the transmission of any information related to national security had sparked concerns that the authorities are stepping up their targeting of foreign individuals and companies resulting in arbitrary law enforcement. Human rights observers view this as an escalation in the repression of the Chinese people.
