The Canada Revenue Agency (CRA) has revealed that 620,310 Canadians who were ineligible for the Canada Emergency Response Benefit (CERB) have not repaid their debt. This information was released in response to a recent inquiry by New Democrat MP Daniel Blaikie; the CRA added that 264,546 Canadians have fully repaid their debt and 62,982 have partially repaid theirs. As of February 16th, the CRA had only recovered CERB debt from 23,494 individuals by withholding T1 tax refunds, and no legal action had been taken to recover the money. The CERB was a temporary support program for people affected by COVID-19, and eligible applicants received $2,000 for a 4-week period. An internal CRA audit revealed that around 65% of CERB and other emergency payments, amounting to over $3.4 billion, went to ineligible recipients. In response to a separate inquiry, Employment and Social Development Canada reported that 620,784 Canadians who were ineligible for CERB but received payments have not repaid their debt. Blaikie has called for a “CERB debt amnesty” for low-income Canadians.
