Conservatives have long argued that our existing economic and social institutions provide the best paths to opportunity. This type of thinking has gone by different names in the past, such as “reform conservatism” and “compassionate conservatism,” and has been seen in the policies of prominent Republicans such as Jack Kemp, Dan Coats and Paul Ryan, as well as in the presidency of George W. Bush. This approach seeks to use the best aspects of the market economy—job growth in dynamic sectors and innovation that raises wages and creates new opportunities—while also correcting its shortcomings through a combination of grassroots civil society efforts and reforms to government programs.
This type of thinking has been dubbed “aspirational conservatism,” as it prioritizes upward mobility for ordinary people. It could build on previous iterations of conservative thought by addressing the most important issues felt by middle- and working-class families today, such as job opportunity, housing affordability, public safety and quality schools.
In order to achieve these goals, Republicans should create a clear set of policy objectives to support opportunity, individual initiative and hope. This should include incentives for states and localities to lower the cost of housing, providing new skills to workers in dynamic sectors, and helping lower the costs of caring for young children. It should also include reforms that elevate trust through community policing and prevention strategies, and support a new round of common-sense school reforms.
Additionally, aspirational conservatives should be the voice of reason on crime and justice, and should advocate for a return to a robust view of federalism whenever possible. This is the best way to preserve personal freedom and honor the independence of families, while also avoiding the risk of a backlash from voters.
By embracing this approach, Republicans can show they are on the side of the majority of Americans who care most about a good quality of life, ample opportunity and a government that works for them. This is not only good policy, but good politics.
