He emphasized the importance of parental rights and their crucial role in raising children. Higgs acknowledged the existence of gender diversity but emphasized the need to manage it effectively. The issue of parental rights is expected to be a significant part of the Progressive Conservative Party’s campaign for the next provincial election in 2024.
Mr. Higgs expressed disbelief and concern about the original policy, which allowed teachers not to inform parents about their child’s questioning of gender identity or desire to change names or pronouns. The previous policy stated that schools should obtain students’ permission to contact parents on the matter. However, if consent could not be obtained, a plan would be created to support the student in managing the use of their preferred name. The updated Policy 713, which came into effect on July 1, outlines a plan for students who cannot obtain consent, directing them to an appropriate professional to develop a plan to speak with their parents when they are ready.
Following Mr. Higgs’s announcement, there were significant repercussions within his party, with eight members, including six cabinet ministers, expressing their opposition. The dissent within his party was so strong that he believed it could potentially lead to an election, but he remained firm in his belief that parents should not be excluded from their child’s life. Education and Early Childhood Development Minister Bill Hogan emphasized the need to provide students with a safe environment while respecting parents.
In another Canadian province, Saskatchewan Premier Scott Moe announced a similar policy requiring schools to obtain parental permission for students under 16 who wish to change pronouns. This required the use of the notwithstanding clause in the Canadian Constitution to implement the policy.
In December, Higgs identified Policy 713 as one of his government’s key accomplishments, alongside achieving financial stability, increasing private sector investment, and keeping taxes low. He reiterated the foundational importance of parental involvement in children’s lives, highlighting its significance in society and the importance of families.
