Justice Ministers Kelvin Goertzen of Manitoba and Bronwyn Eyre of Saskatchewan have called for a meeting with their federal, provincial, and territorial counterparts to discuss bail reform. The proposed changes are meant to prevent people from being victimized by offenders who should remain behind bars. The premiers had previously requested the federal government to establish a “reverse onus” system for specific firearm offences, where the person seeking bail would need to demonstrate why they should not remain in custody. Federal Justice Minister David Lametti said he would give the idea serious consideration and that it would be discussed at a future meeting with provincial and territorial ministers. However, no date has been set for this meeting. Manitoba and Saskatchewan are also requesting bail reform to include more stringent conditions for those who commit violent offences with knives and modified bear spray.
